The Collapse of the 28-Article Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the tension triggered by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The succession of conflicting incidents captured the bleak nature of the current period. By day, political struggles are conducted: optimistic declarations are released from various governments. Considerable effort is devoted on restraining certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "peace".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting rocket firings from Russian territory, a ability afforded by up-to-date information. From witness perspectives, military aircraft that had been dispatched to engage hostile guided weapons flew past – advanced fighter aircraft delivered to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems engaged: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely supplied through allied countries. Every deployment creates sudden vibrations, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: possibly the incoming missile won't strike its target this time, sparing the city from devastation and further power outages.

Continuous Dangers

Not long after, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a rapid response unit – almost certainly allied-provided weaponry. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its destination.

Periodically, this persisted until dawn. Kyiv faced the early updates: seven people killed, damage and utility failures in multiple buildings as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a dependence that European nations are evidently unprepared to replace in the near term.

Ineffective Peace Efforts

The 28-point plan from US administration generated strong feelings, debate and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.

Every new proposal from US leadership follows the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually achieve victory. This trend will, no doubt, endure.

Strategic Calculations

It is tempting to accuse specific actors of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a assumption familiar among experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The White House believes that it is unfeasible to compel Moscow to abandon the areas that it currently occupies in Ukraine's occupied territories.

The issue is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through statements or actions, from believing that the current condition will not evolve additionally in its benefit in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its partners are coming close to fatigue. Their motivation to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's government remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing civilians and areas but avoiding a complete military breakdown until circumstances change in its advantage.

Existing Situation

Objectively, there are no actual prerequisites for a armistice. Now, individual motivations are entering the equation: political desires to broker a ceasefire and secure international recognition, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their priority does not shift toward domestic problems. And although their task will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a only one week to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, latest revelations, all achieved their purpose.

While new plans based on established approaches are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and show specific hesitation to modify developments, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, mainly require continued Western support.
